In fact, many companies that bill themselves as small business SEO companies really are not.  Many of the big agency tools that just track websites will cost the entire monthly budget of a small business, and that is just to track what is going on, not to necessarily do anything about it. So when we talk about small businesses, we are talking about real small businesses who need to make the right decision every month and spend their money wisely to bring in new customers.
